Can the L1's point rate be compared directly with the L3's?
Not directly. DJI publishes the L1's speed as points per second (240,000 single-return / 480,000 multi-return) but the L3's as laser pulse emission frequency (100–2000 kHz) with no points-per-second figure, so the two numbers measure different things.
